Member of North Texas Workforce Development Board, Inc.
Contact: Stan Peavy, III - Young County Judge
Desc: Background The North Texas Workforce Development Board was certified in December 1996 under the guidelines established by the Governor and the Texas Legislature in the Texas Workforce and Economic Competitiveness Act of 1993 and HB1863 in 1995 which consolidated workforce education and training programs at the Texas Workforce Commission. After developing and submitting a plan to administer workforce programs in the 11 counties of North Texas, the Board became operational with TWC in December 1998. The Board now has oversight, planning, and evaluation responsibilities for several programs funded through the state and federal agencies, including the U.S. Department of Labor. The Board was incorporated with the State of Texas in 2001. There are 28 workforce development areas in Texas with a wide range of funding levels and available services. The Board By law, the Board has required membership, including a majority of private sector representatives, and representatives from education, literacy, employment service, public assistance, community-based organizations, and labor. The chief elected officials, who are the 11 county judges and the mayor of Wichita Falls as the largest city in the area, appoint Board members and work to achieve representation matching the area’s demographics and geography. The 11 counties in North Texas are Archer, Baylor, Clay, Cottle, Foard, Hardeman, Jack, Montague, Wichita, Wilbarger, and Young. Services Workforce education and training services to residents in North Texas are offered through the Workforce Centers of North Texas in Wichita Falls, Vernon, and Graham. Any resident of the area may visit the Centers to register for work, to prepare a resume, to look for jobs on the Internet or through job banks, to sign up for self-paced computer classes, and to determine if they may be eligible for training programs. Offered by Center personnel are job-readiness classes, job search seminars, case management, job development, labor market information, services to dislocated workers, veterans, offenders, and youth, in addition to others. The Board oversees more than $7 million in funding to provide services. The Board contracts with Nortex Regional Planning Commission to operate the workforce centers and with Rolling Plains Management Corporation to provide subsidized child care. The Board also works with additional partners to ensure that referral to services, such as literacy and transportation, is available in the “one-stop” center. A mobile workforce unit also visits all counties on a regular basis to offer services to many area residents who otherwise would be unable to travel to a workforce center location. Board staff The Board office is at 1101 11th Street in Wichita Falls. The executive director reports directly to the Board during monthly committee and Board meetings. The Board meets on the fourth Thursday of each month at Noon to make decisions concerning plans, budgeting, monitoring and evaluation, contracting, and other duties. Chief elected officials also meet on the third Thursday of the month following the Nortex Regional Planning Commission meeting to work in partnership with the Board and to appoint members.
